
World-Class Hub for Sustainability
The HKU NGO Empowerment Initiative is a systematic program developed by the HKU Jockey Club Enterprise Sustainability Global Research Institute. Designed for NGOs, funders, and sector stakeholders, it provides actionable tools and resources to strengthen organizational transparency, capacity, and impact reporting.
The social sector faces increasing pressure to demonstrate both accountability and tangible impact. In this complex landscape, where NGOs must balance donor requirements with meaningful outcome measurement, persistent gaps remain: inconsistent disclosure standards, uneven access to training, and insufficient empirical analysis of sector-wide trends.
Our program directly addresses these challenges through three interconnected pillars—Training, Transparency, and Research—bridging academic expertise with frontline practice to empower NGOs in amplifying their social impact with greater precision and purpose.

香港慈善及非營利組織長期承擔着社會福利、環境保護與社區服務等重要職能。然而,隨着公共需求日益多元,業界也面臨透明度有待提升、治理機制不一、數據系統相對落後,以及成效評估尚未普及等挑戰。為應對這些系統性問題,香港大學賽馬會環球企業可持續發展研究所正式啟動「NGO能力建設與治理提升項目」。
